The ACF Board
The transformation of the ACF into an Association entailed the formation
of a Board to oversee the operations of the Forum. The Board comprises
five members drawn from the private sector, the Association of Agro-based
NGOs, the Government, private-public sector partner initiatives and the
Zambia National Farmers Union (ZNFU) represented on the Forum.
The Chairman serves on the Board in an executive capacity.
The ACF Secretariat
The Forum continues to be served by a lean full-time Secretariat. The
Secretariat comprises of a Coordinator, Programme Officer, Monitoring
and Evaluation Officer and an Accountant supported by Office Assistant
and a Driver. The Position of Socio-Economist as it existed in the second
phase has been realigned to that of a Monitoring and Evaluation Expert.
This is to enable the Forum undertake the key function of monitoring the
implementation of the Agricultural component of the PRSP. The Coordinator
and the Programme Officer have been with the Forum since its inception
in 1998. This has ensured retention of the developed capabilities and
institutional memory within the Secretariat.
The ACF has incorporated a clear chain of accountability for Forum members
and management. The members are accountable to the constituents
they represent on the Forum. The Board is accountable to the ACF
members, whilst the Secretariat is accountable to the members through
the Board. Overall, the ACF is accountable to the key stakeholders
in the agricultural sector through the Forum membership.
